As Russians grieved Monday for victims of the bloody assault on a concert hall near Moscow that killed at least 137 people, President Vladimir V. Putin was scheduled to meet with government officials to discuss the tragedy, the worst such attack in the capital in two decades. The government appears to be stepping up efforts to pin the blame on Ukraine. On Sunday, hours after a district court arraigned four men suspected of carrying out the Friday night attack, the main evening news shows on Russia’s main television channels featured reports suggesting that Ukraine was responsible. The main message was that Western countries were pushing a theory that a branch of the Islamic State was behind the attack, which took place at Crocus City Hall on the outskirts of Moscow, to shift blame away from Ukraine. “The United States and Europe understand that any connection between Ukraine and the attack against Crocus City Hall would be suicidal for Kyiv and the whole anti-Russian alliance,” said one anchor, Dmitri Melnikov, in a report on Vesti Nedeli, the flagship weekly news show on Rossiya-1, the main state-owned television network.

Twenty years ago, the Dubrovka gunmen were the disturbed product of Russia’s savage anti-terror campaign that summarily executed hundreds of military aged males in Chechnya in the early 2000s. There was no report of who might be responsible for the attack, but state media said that there were up to five perpetrators. The attack at the concert venue, Crocus City Hall, in the suburb of Krasnogorsk, could be the deadliest in Russia in decades. In videos filmed inside the hall, audience members are heard screaming, and there are multiple gunshots. Other videos filmed from a highway outside of the building show parts of it on fire producing heavy smoke.

That is why I propose a common-sense, everyone-wins idea: Let's make the Monday after daylight-saving time starts a federal holiday. Many of our 11 federal holidays were added in recent history: Memorial Day in 1968 (and observed since 1971). And yes, federal holidays come with an economic cost; government workers still get paid for that day. Everyone knows that's the worst of all the federal holidays, in the middle of dreary February. The best Presidents Day has to offer in terms of cultural impact is that it's when mattresses go on sale.
